I have seen these before but don't know what it is used for. Anyone know? No marks of any kind.

Piston moves forward to back edge of cone of tip. lower lever at back bottom releases rod and it moves back under spring tension. Rod lever works similar to caulking gun. Second larger tip under rod barrel.
I'm stumped. I do not think that any liquid is involved no seals.
